조례에 따르면 시장은 지역상품 우선 구매를 촉진하기 위한 시책을 수립해 시행해야하는데 시책에는 구매 촉진 중장기계획과 교육·홍보계획 등을 포함해야 한다. 이를 바탕으로 지역 공공기관에 지역상품 우선 구매 협조를 요청할 수 있는 조항도 포함했다.

특히 시 발주 공사의 경우는 지역 업체가 생산하는 우수자재나 물품이 설계 단계부터 반영이 될 수 있도록 노력하도록 했다.

지역 상품 구매실적이 우수한 기관이나 단체, 개인, 공무원 등을 포상할 수 있는 규정도 마련됐다.
