더불어민주당 여수갑 주철현 의원이 올해 국정감사 후속으로 수산 및 해양분야의 제도개선을 위한 2개 법률 일부개정안을 발의했다고 26일 밝혔다.

하지만 어족자원 보호 등을 위해 어업‧어종별 금어기가 새로 설정되고, 어구에 대한 규제가 강화돼 연안에 설치되는 정치망어업은 급속하게 여건이 악화되고 있다.

이런 이유로 어업 활동을 영위하기보다 포기를 원하는 정치망 어업인이 증가해, 감척 대상 사업에 포함 시켜 선택의 폭을 넓혀줄 필요성이 어업 현장에서 지속적으로 제기돼 왔다.

수산현장의 목소리를 반영한 개정법률안은 ▲면허 어업인 정치망어업도 어업구조개선(감척)대상에 포함시켰다.

이어 통상 ‘해양’은 해양수산, 해양운송, 해양항만, 해양조선, 해양관광 등 5개 분야를포괄하는 개념이다.

그럼에도 현행 한국해양진흥공사법은 공사의 명칭과 달리 ‘해운’ 관련 진흥업무만 담당하고 있어, 해양업무 전체를 진흥시키는 기관으로 오해할 소지가 많았다.
